Intra-District Transfer and Enrollment of Non-Resident Students


INTRA-DISTRICT TRANSFERS

Intra-district Transfers are being granted, at most district buildings, for students in grades K-12 living within the boundaries of District 833 who wish to attend a school other than the one they are assigned based on attendance boundaries. The approved process outlined below will continue to be evaluated annually.
 
Elementary Schools

Elementary intra-district transfer requests for the 2013-14 school year can be submitted beginning Monday, Dec. 3, 2012. Requests are encouraged to be submitted online by Clicking here. If you do not have internet access a form can be obtained at the District Service Center or by contacting the Office of Student Information at 651-458-6218. All requests will be reviewed according to the process listed below after April 5, 2013. Families submitting requests by April 5 will be notified in writing of the status by May 3, 2013.

  1. Intra-district transfer requests for the 2013-2014 school year may be granted on a space available basis subject to the approval of the Assistant Superintendent for Elementary Schools.
  2. Acceptance of a student under an intra-district transfer shall be determined after the staffing levels for the schools have been determined and shall not increase the number of students at a grade level within the receiving school beyond 90% of the established classroom cap for that grade level.
  3. Intra-district transfers to Liberty Ridge Elementary School will not be approved due to capacity constraints.
  4. Students moving during the school year outside of the attendance boundaries of a school closed to intra-district transfers may finish the school year, but will not be able to attend the next school year. The next school year the student will be assigned to their attendance boundary school.
  5. Acceptance of a student under an intra-district transfer shall not increase staffing requirements at the school receiving the student.
  6. Students approved for an intra-district transfer in one year shall be included in the enrollment projections of the receiving school in future years for staffing purposes.
  7. Kindergarten students with an elementary sibling attending a school under an intra-district transfer the year the kindergarten student will be enrolled will also be enrolled in the intra-district transfer school unless requested otherwise.
  8. Applications for consideration for transfer to another elementary school should be submitted by April 5, 2013.
  9. If the number of intra-district transfer requests exceeds the available space in a grade level, the order of approval shall be determined by selecting names through a random drawing process.
  10. Parents/guardians are responsible for providing transportation to and from school in every instance where an intra-district transfer has been approved.
  11. Families must reapply if requesting enrollment at a school outside the assigned attendance boundary when school transitions occur (elementary to middle; middle to high school).
  12. The School Board shall review the outcome of the intra-district transfer policy for elementary schools and make recommendations for the 2014-2015 school year.
Middle Schools

Middle School intra-district transfer requests for the 2013-14 school year can be submitted beginning Monday, Dec. 3, 2012. Requests are encouraged to be submitted online by Clicking here. If you do not have internet access a form can be obtained at the District Service Center or by contacting the Office of Student Information at 651-458-6218. All requests will be reviewed according to the process listed below after Jan. 11, 2013.  Families submitting requests by Jan. 11, 2013 will be notified in writing of the status by Feb. 15, 2013.

  1. Intra-district transfer requests for the 2013-14 school year may be granted on a space available basis subject to approval of the Assistant Superintendent for Secondary Schools.
  2. Transfer approvals will be limited to a net +/- 3% above or below the assigned attendance boundary enrollment per grade level at Oltman and Woodbury Middle Schools.
  3. Intra-district transfers to Cottage Grove Middle and Lake Middle Schools will not be approved due to capacity constraints.
  4. Students moving during the school year outside of the attendance boundaries of a school closed to intra-district transfers may finish the school year, but will not be able to attend the next school year. The next school year the student will be assigned to their attendance boundary school.
  5. Acceptance of a student under an intra-district transfer shall not increase staffing requirements at the school receiving the student.

  10. Families must reapply if requesting enrollment outside the assigned attendance boundary when school transitions occur (elementary to middle; middle to high school).
  11. The School Board shall review the intra-district transfer policy and make recommendations for middle schools for the 2014-2015 school year.
High Schools

High School intra-district transfer requests for the 2013-14 school year can be submitted beginning Monday, Dec. 3, 2012.  Requests are encouraged to be submitted online by Clicking here. If you do not have internet access a form can be obtained at the District Service Center or by contacting the Office of Student Information at 651-458-6218.  All requests will be reviewed according to the process listed below after Jan. 11, 2013.  Families submitting requests by Jan. 11, 2013 will be notified in writing of the status by Feb. 15, 2013.

  1. Intra-district transfer requests for the 2013-2014 school year may be granted on a space available basis subject to the approval of the Assistant Superintendent for Secondary Schools.
  2. Transfer approvals will be limited to a net +/- 3% above or below the assigned attendance boundary enrollment per grade level to assure that space is used efficiently and that no site is over capacity or student opportunities diminished due to significant loss of enrollment. Preference for enrollment will be given to students in grades 11 and 12 who request transfer to a unique district program at the International Baccalaureate Program at Park High School. Intra-district transfers to East Ridge High School will not be approved due to capacity restraints.
  3. Students moving during the school year outside of the attendance boundaries of a school closed to intra-district transfers may finish the school year, but will not be able to attend the next school year. The next school year the student will be assigned to their attendance boundary school. If the student is a current 11th grader they would be allowed to stay and complete their 12th grade year at the closed school.
  4. Should net requests to a school exceed +/- 3% above or below the assigned attendance boundary enrollment per grade level. The order of approval shall be determined by a random drawing process.
  5. Families must reapply if requesting enrollment outside the assigned attendance boundary when school transitions occur (middle to high school).
  6. Students approved for an intra-district transfer in one year shall be included in the enrollment projections of the receiving school in future years for staffing purposes.
  7. Eligibility for athletic participation related to transfer to a different school will be under the rules and guidelines of the Minnesota State High School League. MSHSL has ultimate authority in these matters. (“Note: the MSHSL already recognizes International Baccalaureate as an exception to their transfer eligibility policy.”)
  8. Acceptance of a student under an intra-district transfer shall not increase staffing requirements at the school receiving the student.
  9. Applications for consideration to transfer to another district high school should be submitted by January 11, 2013.
  10. Parents/guardians/students are responsible for providing transportation to and from school in every instance where an intra-district transfer has been approved.
  11. The School Board shall review the outcome of the intra-district transfer policy for high school students and make recommendations for the 2014-2015 school year.
ENROLLMENT FOR NONRESIDENT STUDENTS

Beginning with the 2013-2014 kindergarten class enrollment of nonresident students be limited to 1%. For the 2013-14 school year grades 1-12 would remain at 3%. Liberty Ridge Elementary, Cottage Grove Middle, Lake Middle and East Ridge High Schools, which are closed to intra-district transfers, would also be closed to additional open enrollment students due to capacity constraints.

Schools/grades meeting or exceeding the thresholds for intra-district transfer considerations have also met the criteria for being closed to open enrollment. Students moving during the school year outside of the ISD 833 attendance boundaries of a school closed to intra-district transfers/open enrollment may finish the school year at that school. For the next school year the student would have to apply for Open Enrollment. If approved, they would have to accept an assignment to a school that is not closed to Open Enrollment. In accordance with state statute 124D.08 if your student is an 11th grader at the time of your move they would be able to complete their 12th grade year at the closed school.

Families must reapply, indicating their preferred school, when school transitions occur (elementary to middle; middle to high school). The district retains the right to assign nonresident students to sites other than direct feeder schools when these transitions occur, based upon capacity and program considerations.
